Still to do: Essex and Hartlepool (clean slates), Wakefield (4 pre-existing, needs backfill like Leeds), Nottingham + Nottinghamshire (fresh import, largest LA pair yet).

2026-08-18: Schools sweep task created per Jonny's direct request - use GIAS (Get Information about Schools) to check schools as organisations/services across all LAs on the site. Started with Calderdale (LA code d=61, 130 GIAS establishments). First pass: all 17 special/independent-special/independent-school candidates resolved (imported or excluded with real reasoning), plus 8 of the identified missing mainstream schools imported as drafts.
2026-08-19/20: Continued Calderdale mainstream schools - 61 more imported as drafts in one firing, bringing the total close to complete (~13 remaining at that point, alphabetically Triangle CofE VC Primary through Woodhouse Primary).
2026-08-20: Finished Calderdale's remaining mainstream schools. Along the way: found and fixed a real transcription gap (the original hand-built "missing schools" checklist had been manually transcribed from raw GIAS page-text and had inadvertently dropped 14 real entries, including two full secondary schools) - fixed by re-deriving the complete 130-entry list directly from the raw GIAS page text still in context and checking every one against the DB. Found and fixed two genuine duplicates: Millcourt School (kept the published ORG 2878 with a real address/website, deleted a less-specific draft ORG 3370) and Trinity Academy Halifax (kept the published ORG 2856, which has the authoritative GIAS urn, backfilled its website with a more specific policies-page URL found on the draft duplicate, then deleted that draft). Caught two false-positive fuzzy title matches before importing (an unrelated "Camphill Wakefield" org that isn't Todmorden's real "Pennine" school; and Bradford schools with near-identical names to two real Calderdale schools, "All Saints'" and "Sacred Heart" - cross-checked address/LA before trusting either match). Calderdale's full 130-entry GIAS list is now genuinely complete: every establishment is either imported, already present (backfilled where needed), excluded (fee-paying independents, real reasoning), or out of scope (children's centres, not schools).
2026-08-20 (this firing): Started Bradford (LA code d=60, 272 GIAS establishments). Surveyed the first ~100 of 272 (alphabetical). Checked all independent/special-type establishments spotted in that range against the DB. Imported 2 real SEND placements: Bradford Beacon School and Broadbeck Learning Centre (both independent special schools with EHC-plan-only intake - Broadbeck run by Witherslack Group, a known EHC-placement provider). Excluded 5 fee-paying independent mainstream schools with real reasoning (Al Mumin Primary and Secondary School, Crystal Gardens Primary School, Darul Uloom Dawatul Imaan, Eden Springs Girls Secondary, Eternal Light) - same fee-paying/non-statutory basis as Calderdale's excluded independents, distinguished from the two imported special schools by not being LA-commissioned SEND placements. Bradford Christian School was already present from earlier work.
Not yet done: the remaining ~172 of 272 Bradford establishments (alphabetically from Canterbury/Farnham onwards) still need the same independent/special-type triage, and the much larger mainstream-academy volume needs checking against Bradford's existing 72 urn-tagged schools from the earlier out-of-district pilot for overlap. After Bradford: Wakefield, Kirklees, Leeds, Sheffield, Essex, Hartlepool all remain completely untouched by this sweep.
2026-08-20 (later same day, new firing): Finished the independent/special-type triage for all 272 Bradford GIAS establishments (pages 3-6, items 101-272, plus a couple of stragglers on pages 1-2 caught by a fuzzy-match false positive - see below). Imported Hazelbeck Special School (state special school, ASD/SLD/PMLD, part of Beckfoot Trust). Excluded 7 more fee-paying independents with real reasoning (Islamic Tarbiyyah Preparatory School, Jaamiatul Imaam Muhammad Zakaria, Lady Lane Park School & Nursery, Moorfield School & Nursery, The Fountain School, Bradford Grammar School, and The Home Study Project - the last for being too thin a GIAS record to confirm any real offer, not for being fee-paying). Confirmed Bradford's two state AP academies (Bradford Alternative Provision Academy, Park Aspire Alternative Provision Academy) were already imported from earlier work.
Caught one fuzzy-match false positive: an earlier check reported "Bradford Grammar School" as already present, but that was a title-substring match against the real "Bradford Girls' Grammar School" (ORG 2915, a different, state-funded free school) - the two are genuinely different schools (different URNs, addresses). Bradford Grammar School itself (fee-paying, selective, URN 107455) was genuinely missing and has now been properly excluded.
Reversed two exclusions found to be wrong on direct evidence: Prism Independent School (EXC 2505) and Co-op Academy Southfield (EXC 1984). Both were excluded under now-superseded reasoning ("a school placement, not a family-contactable service" / a factually wrong claim that Southfield is "an individual mainstream primary academy" when GIAS confirms it's a special school for ASD/SLD/PMLD). Both are functionally identical to Bradford Beacon School and Broadbeck Learning Centre, imported earlier this same firing under the now-standard "real SEND placement" basis - deleted both excluded-listings and imported them properly as ORG+SVC drafts.
All independent/special/AP-type Bradford establishments are now accounted for. 2026-08-20 (new firing): Finished Bradford's schools sweep completely - the last 4 missing mainstream schools imported (The Sacred Heart Catholic Primary School, Trinity Academy Bradford, Valley Academy, Canterbury Nursery School and Centre for Children and Families - the last with real resourced provision, 26 on roll against a nominal 16-place capacity, multi-need). Also resolved the FE/HE gap: Dixons Sixth Form, Bradford imported (real state 16-19 free school), University of Bradford excluded (HE institution, outside the statutory 0-25 Local Offer framework - DSA/university student services cover disabled students there, not an LA Local Offer entry). BRADFORD IS NOW FULLY DONE for this sweep: every one of its 272 GIAS establishments accounted for.
Started Kirklees (LA code d=62, 237 GIAS establishments) - the next LA in the sweep. Surveyed the full A-Z list (all 5 pages) and triaged every independent/special/AP-type establishment found (27 candidates): imported 10 real SEND placements (Barraclough Hall School, Becker School, Fable House, Fields Rise School - all independent specials; Fairfield School, Ravenshall School, Southgate School - state community/foundation specials; Engage Academy, Reach Academy, Ethos College - a linked 3-academy AP pathway by age, all Ethos Academy Trust) plus one more, ES Independent School Kirklees, imported despite its plain 'Other independent school' GIAS type label because its real pupil composition is 100% SEN Support/EHC (52 of 52) - same evidence-over-label approach used for Bradford's Prism. **Major bug found and fixed this round (not a Leeds/new-LA batch - this took priority over fresh research):**
The site's taxonomy structure was refactored at some prior point - there is no `template=local-authority` or `template=age-range` any more; all taxonomy terms (LA, age range, SEND category, etc) now live under a single generic `template=taxonomy-term`, grouped under parent 'taxonomy-list' pages (e.g. LA terms sit under the 'Local authority' taxonomy-list page, id 1178; age range terms under 'Age range', id 1058). Every import script this whole GIAS sweep has used (going back through Bradford, Calderdale substantially, and all of Kirklees) looked terms up via `("template=local-authority, title=X")` - which has been silently returning a NullPage (id 0) for a long time. `()` silently no-ops rather than erroring, so scripts kept printing 'Created ORG X/SVC Y' successfully while the local_authorities AND age_ranges fields were never actually populated.
Confirmed scope by direct query: **233 organisations** site-wide had a completely empty local_authorities field - 42 Bradford GIAS-sweep school orgs (id 6721-6815) + 172 Kirklees GIAS-sweep school/FE/HE orgs (id 6818-7169) + 19 much older national charity/business orgs (Brain in Hand, Cerebra, Access to Work, Mencap, etc, id 1248-2699) that look like a separate, older, pre-existing gap unrelated to today's bug (never tagged 'National (all areas)' despite clearly being nationwide services, going by their own out-of-area addresses).
**Fixed all 233** using the correct parent-scoped selector (`template=taxonomy-term, title=X, parent=`): Bradford orgs -> Bradford, Kirklees orgs -> Kirklees, the 19 older ones -> National (all areas). Also fixed their linked services (matched via `service_organisation`, not ID adjacency).
This surfaced a second, larger, genuinely separate issue while checking services directly: **394 services site-wide had empty local_authorities** even though their organisation had a valid one - not the same root cause. Investigated properly rather than assuming: all 394 are unpublished draft services whose org is *also* still unpublished, so `` silently fails to resolve (the documented single-value-FieldtypePage-vs-unpublished-target bug in docs/review-workflow.md) - not a case of orphaned or genuinely LA-less data. Confirmed the underlying orgs (fetched via raw SQL + `include=all` to bypass the same resolution bug) all correctly carry a real LA tag already (mostly Leeds, some Bradford). Cascaded the org's LA to the service using that same raw-ID bypass pattern for all 394 - all cascaded cleanly, 0 left empty. These are still drafts pending review, so this was a safe, zero-research copy, not new data invented.
**Site-wide integrity confirmed clean after this round: 0 organisations and 0 services anywhere with an empty local_authorities field.**
Also checked age_ranges, which uses the same broken selector pattern and is very likely affected the same way. Scope is much larger and NOT solely caused by today's bug (1964 of 2707 services site-wide have empty age_ranges - predates the GIAS sweep by a long way, a separate and much bigger pre-existing gap that needs its own dedicated research pass, not a script - deliberately NOT attempted here). Did fix age_ranges for the 14 records from the previous round's own work (batch 43 Kirklees schools + Kirklees FE/HE, ORG/SVC ids 7143-7170) since the correct value was already known with certainty from that round's own GIAS research, not a guess.
**Root cause is now fixed going forward** - any future batch script must use `("template=taxonomy-term, title=X, parent=")`, scoped by the right taxonomy-list parent (Local authority=1178, Age range=1058), never `template=local-authority`/`template=age-range` which no longer exist.
**Leeds investigated, NOT started as a fresh import - real reason:** Unlike Bradford/Calderdale/Kirklees (which had zero school coverage before this GIAS sweep), Leeds already has **290 school-type organisation records** in the DB from an earlier, separate import process (the original Leeds import queue, not GIAS) - almost all of them missing a `urn` value (only ~24 of 290 have one). This means Leeds's GIAS task is NOT 'import from scratch' like the other three LAs - it's verification/enrichment: matching each existing org against its real GIAS record by name, backfilling urn, and checking/enriching SEND-support info, all while being careful NOT to create duplicate orgs. This is a materially different, more delicate task shape than the create-fresh pattern used for Bradford/Kirklees, and deliberately was NOT rushed into with only a few minutes left in this round - starting it half-attentively risked real duplicate-creation or bad-match mistakes. A future round should approach Leeds as a proper matching/backfill exercise, not a copy of the Kirklees batch-import script.

**LEEDS COMPLETE (2026-08-27):** Leeds's 431 pre-existing organisations (from an earlier, non-GIAS import round) have been backfilled rather than freshly imported - a different approach from Sheffield's page-by-page GIAS sweep, since almost all of Leeds's real SEND-page links were already correct from that earlier round (a spot-check of 15 random school services found 12/15 already had real, specific SEND page links - confirmed by a full audit at the end: 0 published services with a blank website across every setting type).
Method: pulled the complete Leeds GIAS establishment list (366 establishments, d=63) across 8 pages, then matched by title against the 291 pre-existing school-type organisations in three passes - exact match (170), then two rounds of fuzzy/normalized matching for spelling and word-order variants including a manually-verified pass for ARP/resourced-provision-unit name suffixes like '(DAHIT base)', '(The Oasis)', '(Dovecote)' etc, which all correctly resolved to their parent school (67 more). A handful of final stragglers were researched and matched individually (6 more). One false-positive match was caught and reverted during a deliberate integrity check (Leeds City College briefly mismatched to the unrelated Leeds City Academy by an over-aggressive normalization step that stripped 'college'/'academy' as stopwords - fixed before it could propagate, and a verification pass over all 42 fuzzy-matched orgs confirmed no other corruption occurred).
**Final result: 289 of 291 school-type organisations now have a real GIAS URN** (the last 2 - Nacro Leeds and The Opportunity College - have no independent GIAS registration after checking, correctly left blank). **All 291 have setting_types** (most already had it from the earlier system-wide org_type migration this session; the gaps were specifically URN and a couple of stale mis-classifications caught along the way: St John's Catholic School for the Deaf was wrongly tagged School instead of Specialist/SEN school, and two genuine Leeds AP free schools - The Elland Academy and The Stephen Longfellow Academy - were wrongly tagged School instead of Alternative provision; both fixed).

2026-08-28: Jonny asked to look at Nottingham and Nottinghamshire AP and schools - a new LA pair, not previously scoped on this site. Confirmed both are a clean slate (zero existing orgs, no taxonomy term). Found via GIAS local-authority search: Nottingham d=133, Nottinghamshire d=132, combined search returns 568 raw establishments (includes Children's Centres and other non-school types that will need filtering same as prior LAs). Same day: a systemd user-level loop (~/.config/systemd/user/send-data-resume.service on the slimbook machine, NOT on the VPS) was set up to retry a resume prompt for this queue-item every 15 minutes so work restarts promptly whenever a usage-limit window resets, rather than waiting for a fixed clock time - if you see many small firings in this log going forward with gaps of ~15 min when nothing was possible, that is this loop working as intended, not a bug. Next: begin Nottingham + Nottinghamshire fresh import, same pattern as Sheffield (importSchool() batches), including AP settings per the 2026-08-27 scope reversal and the new Setting type taxonomy.

DEAD END, don't retry: the 'Download these search results' -> PrepareDownload -> custom field-picker flow does not produce a usable file through Chrome automation - the field-selection form resets to empty/top-of-page on submit rather than advancing to a real download, tried twice. Core-set/Full-set radio options were also not reachable cleanly (mis-clicks kept landing on 'Choose a specific set of data' due to page-scroll offset). Not worth retrying - just use the startIndex pagination above and parse the plain text directly, same method already proven for Leeds and Sheffield.
Not yet done: filtering the 568 raw establishments down to real in-scope records (excluding Children's Centres - roughly half of the raw count on inspection - and the handful of 'Miscellaneous'/'Secure units' entries like Clayfield House, The Tailor Made Programmes Team, Thorneywood Education Base, Whitegates College), applying the established GIAS-type -> setting_types mapping, and doing the actual import batches. Then individually researched and imported all 5 real Alternative Provision settings spotted in the Nottingham raw list (orgs 7610-7619, draft/unpublished, each with a real Service): CP Riverside School (referral from a commissioning school/LA, years 8-11), Stone Soup Academy (referral only, students at risk of exclusion, Ofsted Outstanding), Denewood Academy (KS2/3 permanent-exclusion statutory placement, Raleigh Education Trust), Unity Academy (KS4 permanent-exclusion statutory placement, same trust and site as Denewood), Nottingham HOPE Academy (successor to the Hospital and Home Education PRU - flagged with rework_notes since its own website renders as JS/canvas content that couldn't be scraped for full detail, worth a follow-up call). Like Wakefield, this was NOT actually a clean slate (the standing task notes were stale) - Hartlepool already had 177 existing orgs (mostly charities/services), including 15 real school/college-type orgs, none with a URN or setting_types populated. Work done in this session:

Enriched all 14 matching existing school/college orgs with real URN + setting_types + address/postcode/phone/website (only filling blank fields, never overwriting anything already set): Eskdale Academy, Grange Primary School, Greatham C of E Primary School, Kingsley Primary School, Rossmere Academy, St Helen's Primary School, Manor Community Academy, High Tunstall College of Science, Cambian Hartlepool School, Horizon School (matched to GIAS "The Horizon School, Hartlepool"), Springwell School, Hartlepool Free School, Hartlepool College of Further Education, Catcote Futures. (Small Steps Team and The Haven (Home and Hospital) had no obvious GIAS match in the 51-establishment list - left untouched, likely LA services rather than GIAS-registered establishments.)
2. Imported 29 new establishments from the full 51-establishment GIAS list for Hartlepool (d=75), individually verified via GIAS Establishment Details pages, zero skips.
Excluded as out of scope: 6 Children's Centres / linked sites (Chatham, Hindpool, Rift House, Rossmere, Lynnfield Primary School and CLC, St John Vianney RC Primary School and Children's Centre, Stranton Centre, Throston Primary School and Children's Centre - all Children's centre or Children's centre linked site type).
New setting types: Catcote Academy (urn 139976, Academy special converter, distinct from the already-matched Catcote Futures post-16 institution) and Wrenfield Learning Centre (urn 149482, Other independent special school, no website recorded in GIAS - left blank + rework_notes flagged) both tagged Specialist/SEN school.
Final total for this LA: 206 organisations/services now tagged Hartlepool.

2026-08-29 - Essex schools sweep STARTED. Essex is far bigger than any LA done so far in this sweep - 650 raw GIAS establishments (d=122) vs Wakefield's 170 and Hartlepool's 51. Like both previous LAs, "clean slate" was stale: 587 existing orgs already present (mostly charities/services).
Scoping done this session:
- Fetched the full 650-establishment GIAS list (13 pages, startIndex 0-600), stored as /tmp/essex_gias_raw.php on the VPS scratch area during this session (title/urn/type/status only - address needs re-checking per establishment from GIAS detail pages, not stored in this file).
- 38 excluded as Children's Centres (Essex calls them "Family Hubs" now - codes like Bas7, Che1, Har1, Roc1, Ten1, Utt1 etc, still GIAS-typed as Children's centre / linked site).
- Programmatic normalized-title matching (not manual eyeballing, given the scale) found 45 existing orgs that exactly or near-exactly match a real GIAS establishment by title.
- Individually checked stored address/website for the ambiguous near-misses before trusting any match: confirmed 3 more real matches (Chatten School -> Chatten Free School urn 148543; Great Easton Church of England (VA) Primary School -> urn 115177; King's Ford Academy -> Kings Ford Academy urn 142001, NOT the fuzzy-matcher's first guess of King's Ford Infant School and Nursery urn 114717 which is a separate institution at the same address). Also ruled OUT two lookalikes as genuinely not GIAS establishments: K50 Academy and Kelvedon Academy are both wraparound/holiday clubs whose stored "address" field literally names a host primary school (Noak Bridge Primary, Kelvedon St Mary's) rather than being the school itself - left unmatched, correctly.
- Final scope: 48 existing orgs need URN + setting_types enrichment (same approach as Camphill Wakefield / the 14 Hartlepool matches). 564 establishments are genuinely new imports. King's Ford Infant School and Nursery (urn 114717) is one of the 564 new ones, distinct from the existing "King's Ford Academy" org.
This will take many more batches than Wakefield or Hartlepool combined - realistically this spans multiple sessions via the resume-loop. Work order: enrich the 48 existing orgs first (smaller, well-defined), then work through the 564 new establishments alphabetically in batches of ~40-50, following the exact same individually-verified-via-GIAS-detail-page workflow used throughout this whole project. Every establishment still needs its own GIAS Establishment Details page fetch for phone/website/age range - the search-listing pages only gave title/urn/type/address, matching the standing "never guess data" rule.
Next resume point: start fetching GIAS detail pages for the 48 enrichment-list establishments (list reconstructable from this note's matched-title list above, cross-referenced with /tmp/essex_gias_raw.php urns), then continue alphabetically through the 564-strong new-import list starting from "Abacus Primary School".
2026-08-29 - Essex batch 1 complete. 45 new establishments imported (Abacus Primary School through Broomgrove Junior School alphabetically), individually verified via GIAS detail pages, zero skips.
